My family members work on the farm. Can they access unemployment benefits?

Family members that are not on payroll will not qualify for unemployment benefits.
The employer pays Unemployment insurance per employee on payroll.

Can sole proprietors and independent contractors apply for unemployment benefits?

Yes! UI benefits for self-employed persons, bona fide independent contractors, and others who are disqualified from receiving UI for COVID-19-related reasons may be covered through the Pandemic Unemployment Assistance (PUA) program under the CARES Act.  Please file your claim at this site.

Is the HFB office open?

At this time, the HFB office will continue to remain open Monday – Friday, 8:00 am to 4:30 pm (closed during lunch 12:00 – 12:30 pm) to service our members and the agricultural community.

We are actively monitoring the COVID-19 pandemic through information from the Centers for Disease Control and Prevention (CDC), Hawaii Department of Health (HIDOH), and World Health Organization (WHO), and will follow recommendations from these agencies.  When appropriate, we will post updates on our websites at, as well as our Facebook, Twitter, and Instagram pages.
